The arrangement works well when people are working on a large project or learning about a topic that covers a lot of ground and has many different facets or themes. Divide the room into quadrants and give each one a unique mission. Such things as (online) crossword puzzles, quizzes, question-and-answer videos, whiteboard activities, etc. There isn't a single missing task; every assignment is a perfect fit. Allow your kids some free time to shuffle around the room to make sure they've touched every desk and completed every task. It can also be used to create smaller groups of students who are at the same academic level. 
The students can choose to work in the area where they receive additional instruction or where they can complete expansion exercises; one area can house noise-canceling headphones to help them focus, etc.
