Men’s competitive swimming in the Olympics was introduced to new regulations, which banned the use of full body swimsuit for competitors. Swimmers have traditionally made measures to minimize the resistance that their bodies experience when moving through the water. Before important events, competitors would shave off all of their body hair, and they would wear elegant swimming caps to eliminate any drag that may be caused by their head hair. The new swimwear, on the other hand, carried these precautions a great deal farther. They were constructed out of a very thin layer of a material that resembled foam and contained very small pockets of gas, which resulted in the wearer of the suit being much more buoyant in the water. As a direct consequence of this, swimmers floated higher in the water and experienced less resistance to their forward movement. Because the suits effectively repelled water away from the body of the swimmer, they were given the moniker of being hydrophobic. Because the resistance that the human body experiences while going through the water is about 780 times more than the resistance that it experiences when moving through the air, there is a significant benefit to elevating as much of the body as possible above the water level.
These suits not only made the body form more hydrodynamic but also made it exceedingly smooth. There was now a wrinkle-free, smooth, low-resistance outer shell that skimmed through the water instead of a junction that added additional drag between a man's torso and the waist chord of his swimsuit. This joint was previously responsible for creating extra drag. As the body form varied during the stroke, the surface of the suit was made up of tiny fibers that were able to move and maintain the shape streamlined while still keeping the texture smooth. There was a potential for an 8 percent overall decrease in the amount of drag that a swimmer experienced. The end effect of all of this was that exceptional world records were obliterated by performances that were inherently inferior to those records. Only in the month of July 2009 were twenty new world records established during the World Swimming Championships that were held in Rome. However, not every swimmer at the championships was wearing these suits, which led to races that were blatantly unfair. Those who wore them were participating in a technical arms race as several sponsoring firms attempted to build better suits for the swimmers under their care. In addition, the sponsorship arrangements that elite swimmers had signed barred them from moving to a better suit if it was manufactured by a competitor's manufacturer. This was the case even if the better suit was available.
It should come as no surprise, therefore, that buoyant polyurethane swimsuit were made illegal in the year 2010. The American plan to allow only textile suits once again was approved with 180 countries voting in favor of it and just seven voting against it. The American proposal was uncompromising. While the previous marks that were achieved by athletes wearing polyurethane suits were not invalidated by FINA, the organization did designate them as "starred" in the same way that records made at high altitude are marked individually in the record books of track and field
